ChatGPT ads in the UAE: who can advertise, what it costs to start, how to test

The short version

A company based in the UAE can open an OpenAI Ads Manager account today, bill it in dirhams and run ChatGPT ads without a sales contact. The floor is AED 65 a day. The product is labelled beta, so details will keep moving, and this page will move with them.

Who qualifies

OpenAI publishes a country table for self service access. On the date at the top of this page it lists 56 countries, and the United Arab Emirates is marked available. Saudi Arabia, Qatar, Kuwait, Bahrain, Oman, Jordan, Egypt, Lebanon, Iraq, Morocco, Tunisia, Algeria, Turkey and Israel are on the same table.

The rule that decides eligibility is about the business, not the person clicking the buttons:

To use self-service Ads Manager, the legal entity that will advertise and be billed must be based in a country listed as available.

So a Dubai team working for a company whose billing entity sits in an unlisted country does not qualify through that entity. A company with a UAE trade licence does.

What it costs to start

There is no joining fee in OpenAI's documentation. You fund campaigns, and each campaign has a daily budget. The minimum daily budget depends on the billing currency of the ad account.

At the floor, a dirham account spends about AED 2,000 in a month. That is enough to see the platform work. It is rarely enough to judge it, because a few dozen clicks will not produce enough leads to compare against Google or Meta. How you are billed

You pick one objective per campaign.

On Conversions you still pay for clicks or impressions. OpenAI is explicit that you do not pay per conversion. OpenAI also says CPC and outcome optimised bidding now make up the majority of campaigns.

What OpenAI promises users, and why advertisers should care

Four commitments appear in OpenAI's announcement. Ads are always labelled and separate from answers. Advertising does not influence the answers. Advertisers do not get access to private conversations. Users can control how their ad experience is personalised.

For an advertiser this sets expectations. An ad places you beside the answer. It does not put you inside it. If ChatGPT never mentions your business organically, advertising gives you presence in the conversation, and your page has to do the persuading.

A four week test for a UAE business

  1. Wire tracking first. A pixel on real lead and purchase events, a server side conversions feed, and UTM tags with a paid medium so ads do not merge with organic ChatGPT referrals. The UTM builder sets the convention.
  2. Open the account under the UAE entity, billed in AED, with your own team as owner.
  3. Start on the Clicks objective with two or three strong offers, targeting the UAE only. Send each ad to a page built for that question.
  4. Move to Conversions once real events have been recorded.
  5. Judge it in your CRM. Cost per qualified lead or per sale, against Google and Meta over the same four weeks.

What nobody knows yet

There are no long run UAE benchmarks for cost per click or conversion rate. OpenAI cites one ecommerce advertiser at 3 times return on ad spend over 28 days, and a technology partner reporting that more than 80 percent of ad driven ChatGPT traffic came from new customers. Those are single examples chosen by the platform owner. Anyone quoting a UAE average today is guessing.

Quick answers

Can a UAE free zone company open a ChatGPT ads account?

OpenAI's rule is that the legal entity that advertises and is billed must be based in a country on the availability list. The UAE is on the list. OpenAI's table does not separate mainland from free zone entities.

When did the UAE get access?

OpenAI announced self service for the Middle East and North Africa on 31 August 2026. Index Lab, which tracks the availability table, logged the UAE row being added on 16 September 2026. We confirmed the UAE row ourselves on 21 September 2026.

Do I need an agency to start?

No. Self service means you can sign up at ads.openai.com yourself. An agency earns its fee on tracking, structure and judging the test honestly, not on access.

Can I pay in dirhams?
