The short version
You pay after delivery, by card, in steps. Spend builds up until it hits a threshold OpenAI assigns to your account, the card is charged, and the cycle repeats. Whatever is left is charged at month end. The only spending controls a self serve advertiser has are campaign budgets.
Before anything can deliver
Two items must be complete in Ads Manager. A billing profile with business name, business address and invoice email. A payment method with card details and billing address. Until both are done, campaigns will not deliver.
When you add a card, your bank may show a temporary authorisation hold in your card's currency. It is not a charge. It releases automatically, though your bank may show it for up to 8 days.
How charging works

OpenAI's example uses a 25 US dollar threshold. New accounts typically start low. You cannot change the threshold yourself, and OpenAI says support will not change it for you.
For a UAE finance team this means several small card charges in the first weeks instead of one monthly invoice. Tell accounts payable before the first campaign, and use a card with room for repeated charges.
The two budget types

You can change the amount later. You cannot change the type.
What you cannot do on self serve
Set an account wide daily limit. That control sits under Billing, then Account limits, and OpenAI says it is available to eligible postpaid invoice accounts, not to self serve card billed advertisers. If you need a hard ceiling, use campaign total budgets.
Reading spend correctly
Impressions, clicks and CTR update before spend. OpenAI warns that a zero or delayed spend figure does not mean charges are not accruing. Judge spend on the previous day, not the current hour.
Invoices and VAT
Receipts are emailed for each successful payment, and invoices go to the invoice delivery email in the billing profile. Ask your accountant how reverse charge VAT applies to your company on services bought from an overseas supplier. That is a tax question for your adviser, not something OpenAI's documentation covers.
